                                                    "Convert to solid" is used to convert the space enclosed by a bunch of surfaces into a volume. Here you only have one surface, so it's not what you're looking for.
What are you trying to do?
If you are trying to turn space located above or below the surface into a volume, then use the approach presented by the Mount St Helens example here: https://www.comsol.com/support/knowledgebase/838/
If you are trying to thicken the surface into a volume, then use the Thicken capability. This requires the Design Module (https://www.comsol.com/design-module).
